Jasper City Council members voted Tuesday morning to allow Mayor David O’Mary to enter into an agreement with Birmingham-based Sain Associates, Inc., for on-call engineering work in the city. The agreement with Sain comes after the retirement of longtime city engineer Joe Matthews. O’Mary said the city has budgeted $45,000 a year for the two-year agreement.

Engineering intern Emilie Elkins will handle most of the work for the city, and local engineering firms will still be used in some instances, O’Mary said. “We’ve been looking to see what is the best fit for the city and how can we ensure quality work, and how we can always bring efficiency to what we are doing,” O’Mary said, “and after a considerable amount of research and discussion, I recommend we enter into an agreement with Sain.

”What the agreement means, O’Mary said, is “if we have a need, we go to Sain and we pay them only for what they do.”The agreement with Sain should lead to significant financial savings to the city, he added.
